In a survey of U.S. state aquaculture coordinators, costs (capital investments and land prices), resource constraints and stringent regulations were considered significant barriers to further aquaculture development. Minor barriers included resistancefrom the public, conflict among resource users and lack of cohesion among aquaculture industry representatives. Strategies for overcoming these barriers included seeking legislative support and coordinating among allies, lndustrv members were least likely to hire experts to defend their positions or refute opponents' claims.
