Cap-and-Trade Programs are 'Long- Proven' Approach to Reducing Emissions, Study from Resources for the Future Claims

Although controversial when introduced, cap- and-trade programs have “long since proven” to be environmentally and economically cost- effective relative to traditional command and control approaches to abate pollution, according to a recent study from Resources for the Future (RFF). The study, Lessons Learned from Three Decades of Experience with Cap-and- Trade, prepared by RFF’s Richard Schmalensee and Robert Stavins for the Review of Environmental Economics and Policy, provides an overview of the major emissions trading programs of the past thirty years.
