摘要

Upon the resolution made at the 46th IEC Rome Meeting in Italy, it was decided to split the Afro-Asian Regional Conference into two regional conferences of Asia and Africa separately from the year 2001. In this conjunction, the 2001 Seoul conferencewill be the first Asian Regional Conference. Historically, land and water are the basic components of agriculture. With the advancement of civilization, land and water resources have been developed continuously by human being. However, increased water demand resulted from the increase of population, industrialization and urbanization caused a distress for water quantity and quality management. Therefore, irrigation and drainage practices in agriculture need considerations in environmental conservation.Environmentally sound and sustainable agriculture requires effective irrigation and drainage water management and proper control of environment. Managerial environment has also been changed due to the development of agricultural mechanization and watermanagement technology. In this context, automatic control of irrigation system has been introduced widely.
