LOCAL solutions, not federal mandates, let ranchers in 11 Western states escape land-use restrictions and steeply higher costs when the U.S. Fish and Wildlife Service declared recently there isn't enough science behind a petition to list the sage grouse as endangered. A listing on the federal Endangered Species Act would have affected producers in Washington, Oregon, Idaho, Utah, Montana, North and South Dakotas, Nevada, eastern California, western Colorado and Wyoming.
