A semimicroscopic approach based on the random-phase approximation exactly taking into account a single-particle continuum and oil a phenomenological description of the fragmentation effect is used to describe the basic properties of an isovector giant quadrupole resonance. The same approach is employed to perform a quantitative analysis of the asymmetry in the angular distributions of products of photoneutron "direct + semidirect" reactions in the region Of Such a resonance. The results of the calculations performed for the target nucleus Pb-208 are compared with available experimental data.
