Japan Tobacco International is well aware of the key issues facing the UK tobacco industry in 2009. Negative licensing for retailers came into effect on 1st April 2009 for England and Wales, while in Scotland, a register of persons carrying on a tobacco business is proposed. Point of sale restrictions are under debate with the UK Health Bill progressing through Parliament, with Northern Ireland set to follow suit. A Scottish bill - the Tobacco and Primary Medical Services (Scotland) Bill - also seeks to remove cigarette displays and includes proposals to ban display and vending machines.rnSince 1 October 2008, tobacco packs manufactured for the UK market have been required to display Pictorial Health Warnings (PHWs), with the last date allowed for existing text warnings being 30 September 2009 for cigarettes and 30 September 2010 for other tobacco packs.
