Each generated pressure from external forces; each provoked internal discord; each created whirlpools of change with far-reaching indirect impacts for every location, every function and every person in the Region, which then had profound ramifications: some managers misread the momentous systemic changes that were required, and opted for 'quick fixes.' Internal morale suffered, too, a story in which broad outlines are well known: in the 1960s, the federal courts and Congress began to regulate the US Forest Service's actions, intervention that was in response to a resurgent environmental movement and the enactment of an array of new legislative initiatives, including the Endangered Species Act, Clean Air and Water provisions, and the National Environmental Policy Act.
