2014年,美国国务院发布了涉南海问题的研究报告.报告通过对中国南海断续线性质的三种假设分析,认为中国在南海的断续线主张不符合以《联合国海洋法公约》为代表的国际海洋法.美方报告基本是以《公约》为标准来评析中国的断续线主张,其所谓的法律依据很明显有失偏颇,其中关于南海断续线性质的核心观点也是我们不接受的.这是美国官方首次从国际法的角度对南海问题尤其是断续线问题的详细评估,代表了美国政府最新的南海政策和立场,报告的出台也进一步助推了南海问题的国际化,对我南海维权造成不利影响.%In 2014, the U.S. State department issued a research report involving the south China sea issue. Through three hypothesis analysis about the U-shaped line in the South China Sea, the report thought that China's maritime claim is not in conformity with UNCLOS and the international law of the sea. The report is basically using the convention as the standard to analyze China's"dashed-line"claim, the so-called legal basis is obviously biased, also we can't accept the core point about the dashed-line in this report. This is the first American official report to evaluate China's maritime claim in the South China Sea from the perspective of international law, it also on behalf of the American government's latest policy and position for the South China Sea, this report also further boost the internationalization of the South China Sea issue, it will bring adversely impact on us.
