从技术标准层面解决“最低价中标”弊端的思考

摘要

通过对“最低价中标”弊端的思考，揭示了招标投标活动中法律政策、道德诚信很难解决的最低中标价可能低于成本价问题，实质就是成本价的界定问题，提出了从技术标准层面上制订相关标准、规范和办法来完善招投标活动中的商务行为。%Based the thinking to the disadvantages of“lowest-bid”,revealed the lowest priced lower than the cost price difficult to solve in legal policy,moral good faith in bidding activities,the essence was the problem definition of cost price,put forward the business behavior from the technical level formulated relevant standards,norms and ways to perfect the bidding activities.
