Taking the general planning project of railway-special route of salinization industry bases in Zhangshu and Xingan as cases,the paper introduces planning scope,year and principles,describes the project planning concept and specific scheme by combining with the project plan-ning background,and show some railway-special route construction and management suggestions.%以樟树和新干盐化两工业基地铁路专用线总体规划为项目案例，介绍了规划的范围、年度、原则，结合项目的规划背景，阐述了项目的规划思路及具体方案，给出了一些铁路专用线建设与管理的建议。
