元代“三省合一”带给当今“三规合一”的经验与启示

摘要

This paper aims to explore government reform of the Yuan Dynasty about“Three provinces integration”, and analyses the solutions to the problem of process in reforming and summarize experience and lessons of implementation. In addition, this paper combined with part of the problems appeared in the pilot work. We can reference ancient ideas of solving problems and put forward comments and suggestions to promote the pilot jobs about implementation of the “Three plans integration”.%探索了元代“三省合一”的政体改革，分析了改革过程中出现问题的解决方案，总结了实施过程中的经验与教训，并结合当今“三规合一”试点工作中出现的部分问题，借鉴古人解决问题的思路，提出相应的意见和建议，以图更深入的推进“三规合一”的试点工作。
