“三规合一”的问题和模式与路径初探

摘要

通过研究“三规合一”工作在前期探索与实践中存在的问题，找出了问题产生的根源与关键，总结出了两种常用的模式并进行了分析，在此基础上针对问题寻求了解决的路径，指出随着“三规合一”及在此基础扩展的“多规合一”将为我国新型城镇化战略提供高度统一的权威空间规划指引，实现“一本规划、一张蓝图”的目标。%Through the research on existing problems of“three rules in one”work in early exploration and practice,this paper found out the source and key of caused problems,summarized two kinds commonly used modes and made analysis,based on this seek solution path according to the problems,with the extend of“three rules in one”,and based on extended“multi-rules in one”would provide authoritative spatial planning guide for China’s new urbanization strategy,achieved the target of“one plan,one blueprint”.
