公平视角下我国信息弱势群体信息能力研究

摘要

信息社会转型过程中由于信息分化逐渐形成信息弱势群体,信息弱势群体信息能力低下严重阻碍其共享信息化所带来的社会发展成果,导致信息不公平现象并进而引起和加剧社会不公平.提高信息弱势群体信息能力是消除信息不公平、实现社会公平的关键,政府必须发挥主导性作用,进一步完善信息制度,对信息弱势群体授之以渔和鱼.%In the process of informatization,information disadvantaged groups cannot share social development achievements because of low information ability,which makes information unfair phenomena and then causes social injustice.Raising information ability of the information disadvantaged groups is the key to eliminate information unfairness and social injustice.It suggests that government must play a leading role to further improve information institution,award the information disadvantaged groups not just with the fish,and also award at the same time with fishing.
