企业知识产权建设现状分析与政策需求框架构建

摘要

我国目前知识产权质量不够高，知识产权商业化、产业化率低。通过WIPO及SIPO的相关统计信息及相关的文献，系统分析我国企业知识产权创造、保护、运用和管理方面的问题及其原因。通过分析公共政策对知识产权创造到知识产权价值的实现整个创新链的影响，运用创新政策工具，系统构建企业知识产权建设的技术供给面、创新环境面、市场需求面的政策需求框架体系。通过从“技术推动”到“需求拉动”的知识产权政策的协同作用，促进我国知识产权战略纲要的实现。%The current intellectual property in China is generally low in quality and less convertible in commercialization and industrialization.Using the related statistics of WIPO &SIPO and relevant literature,it systematically analyzed the problems and their causes existing in IP creation,utilization,protection and administration of national enterprises.By ana-lyzing the impact of public policy upon the innovation chain from the creation to realization of IP,and utilizing the innova-tive policy tools,it built a systematical frame of policy demand in technology supply-side,innovative environmental -side,and market demand-side.Equally,by imposing the synergy between the‘technology-push’and‘demand-pull’ of IP policies,it will promote the realization of the strategic outline in National IP field.
