试论科技评估标准化过程中应处理好的几个重要关系

摘要

Standardization of science and technology evaluation is a great progress in the reform of the management system for science and technology,although it is still in its initial stage.Based on the related analytical activities,three important relations should be manipulated in the process of standardization.Those are the relation about the reform of the management system for science and technology on the macro level,the relation between principal and agent on the middle level,and the inner relation about standardizing bodies and standards system.According to the results,this paper proposes suggestions for administrative department in the light of Guangdong.%科技评估标准化是科技管理体制改革的巨大进步,但在我国当前仍处于起步阶段.基于此开展相关分析研究,认为科技评估标准化建设应处理好三个方面的关系,即:宏观层面上与科技管理体制改革间的关系;中观层面上与委托承接方间的关系;微观层面上与科技评估标准化机构及标准体系内部的关系.根据研究结果,结合广东实际提出相关对策建议供管理部门参考.
