人才供给侧改革的“马太效应”

         

摘要

供给侧改革的核心是要转换经济发展动力,从一定意义上说,是要使经济发展由“人口红利”驱动转向“人才红利”驱动,而人才供需的结构失衡阻碍了这种转向,因此人才供给侧也需要改革.改革人才供给侧会产生“马太效应”,这一效应在功能上是一个矛盾的存在:既有利于拔尖人才的脱颖而出,又会抑制大多数未成名人才的成长;既可以促进创新,又难以实现创新的集体涌现;既可以优化配置生产资源,又会造成资源畸轻畸重的分配不均和浪费.这种现象,须认真对待,采取措施加以优化,基本思路是:深入调查,摸清情况;科学预测,把握趋势;完善机制,有效调控.%The core of the supply-side reform is to convert the economic development momentum.In a certain sense,it is to make the economic development transformed from the driving force of demographic dividend to the driving force of talent bonus,but the structural imbalance between supply and demand of talent impedes this shift.So talent supply side also needs to be reformed.Reforming the supply side will produce Matthew effects.The Matthew effect of talent supply side reform is contradictory itself.It is beneficial to choose the outstanding talent,but it will also constrain the development of most unknown talents.It can optimize the allocation of production resources,and cause uneven distribution,or even the waste of resources.This phenomenon should be taken seriously,and we should take measures to optimize it.The basic idea is:in-depth investigation and finding out the situation;scientific prediction and grasping the trend;improving the mechanism and effective regulation.
