城市地下空间与人防工程融合发展利用探索

摘要

当前，我国城市地下空间与人防工程建设正处于高速发展阶段，但多数城市将这两项建设分开进行。在此背景下，文章立足城市地下空间和人防工程综合利用，剖析地下空间和人防工程的发展关系及独立编制这两项规划存在的问题，以可实施性和操作性为前提，从规划编制体系、空间布局和实施管控三方面提出规划策略，以期实现城市地下空间规划和人防工程规划“两规合一”。%The paper analyzes the relation and problems between underground space and civil air defense in planning, proposes strategies in planning compilation system, spatial layout, and implementation and governance, to realize the integration of the two plans: underground space planning and civil air defense planning.
