With the decline of the Britain northern industrial status, the economic development of northern urban agglomeration is falling into bottleneck. In 2014, the British government put forward a strategy named The Northern Powerhouse, which advancesurban regeneration, builds a best urban agglomeration with vitality and competitiveness, comes true the economic interconnection and coordinated development of regions. It is a systematic and comprehensive strategy, improves northern cities situation by improving transportation infrastructure, developing science and technology and innovative industry, renovating natural and humanistic environment; it asks for the guarantee by the reform of administrative system, delegates economic powers to lower levels, ensures the administration municipal control on financial revenue and expenditure.
