Industrial land renewal concerns healthy, sustainable urban development, and improvement of urban space quality.Planning and policy intervention may effectively enhance the process. With consideration of development control theories and practice, the paper analyzes Ningbo industrial land use from multi-plan integration viewpoint, and raises "1+2+4" spatial integration and control: 1 means stock land development control, 2 refers to guidance for increment concentration and stock land control, and 4 are industrial land use policies.%在存量更新的背景下,工业用地更新作为城市更新的一部分,既关系到城市的健康、持续发展,又关系到城市空间品质效益的提升,而适当的规划及政策干预能有效推动这一进程的健康、有序发展.文章结合存量开发控制相关理论研究和国内城市实践,从"多规融合"的视角对宁波市区工业用地进行空间诊断,探索架构工业用地空间整合与管控的"1+2+4"思路,即确定以存量开发控制为核心的工业用地更新体系,提出增量集聚引导和存量开发控制两类分级引导策略及4类工业用地空间政策分区,对工业用地进行合理管控.
