综合管廊建设的'三级架构'运营模式研究

摘要

Pipe gallery construction has been steady and fast, but its operation has some structural shortness, which will hamper the progress and stability of gallery projects. The paper analyzes three models of gallery projects, discovers inherent problems, and proposes three tiered PPP and non PPP models with special funding. It solves funding problems in the operation, and realizes fast,steady, and sustainable development of pipe gallery.%相对于稳定快速的综合管廊建设步伐,我国现有的综合管廊建设运营模式存在一些结构设计上的缺陷,这将会直接影响项目建设进度和运营稳定性.文章通过对国内综合管廊项目常用的三种模式进行案例分析,发现现有模式存在的问题和借鉴其经验,在建立综合管廊专项基金的前提下,提出基于"三级架构"的PPP和非PPP两种模式,为解决综合管廊建设运营中出现的"政府建设资金短缺""运营单位收费不畅""社会资本融资困难"等问题提供思路,以实现综合管廊的快速、稳定、持续发展.
