随着快速城镇化进程的推进,出现了大量位于城市高度建成区之间、具有悠久历史文化的都市古墟,它们大多面临迫切的改造需求,以及保护与开发的利益冲突.在城市更新由大拆大建转向增量与存量并行的背景下,都市古墟作为城市非保护类街区主体,是极具潜力的城市存量空间.文章在介绍都市古墟概念与特点的基础上,结合城市更新现状与规划政策,提出都市古墟创新空间保护、创新规划策划、创新制度与开发模式的三大转型路径框架,并以沙井金蚝小镇为例进行实践探索,提出空间管控、产业重构、功能活化、治水理脉、开发模式和实施管控六大转型策略,以期为全国同类小镇的保护与开发提供参考.%In the process of fast urbanization, there emerge a large number of historical urban ruins among highly urbanized areas, which are in urgent need for renewal amidst preservation and development. As urban renewal turns from complete destruction and construction towards new area and built-up area parallel development, historical urban ruins, non-mandatory historical area for preservation, became development area in stock" with great potential. The paper introduces the concept and character of historical urban ruins, proposes creative measures including spatial preservation, planning and programming, institution and development model, puts forwards six strategies in Jinhao small town practice: spatial governance, industrial restructuring, functional revitalization, water reorganization, development model, and implementation and governance. It provides a reference for other towns of same kind.
