存量型控规的精细化编制方法探索——以佛山市控规编制实践为例

摘要

存量规划逐渐成为我国新时期城市规划的主要形式,佛山市的控规编制具有典型的存量规划特征.针对存量地区土地开发建设情况复杂和产权分散化的特点,结合佛山市规划改革趋势和具体的规划编制实践,文章提出存量型控规编制的关键是更精细化的管控手段和规划引导,规划的重点是构建存量共同开发控制体系,其中空间分类管控和基于资源整合的“城市修补”是规划技术层面需要重点思考的探索方向.%Stock planning is becoming the main form of urban planning in the new period.With Foshan regulatory planning practice,the paper studies the complex and decentralized property right character of stock land,argues a detailed control and planning guidance is the key of stock planning,together with a joint development control system.classified spatial control and urban renovation is a major technical issue to be investigated in the future.
