培育扶持体育社会组织的发展，使其承担部分政府职能，积极参与公共体育服务工作，是建设服务型政府的必然要求，也是体育管理向体育治理变革的应然选择。通过文献资料和专家访谈等方法对政府如何培育体育社会组织的发展进行研究。研究认为：政府与体育社会组织之间缺少足够的信任，制约了政府转移公共体育管理权利的力度，也制约了体育社会组织参与公共体育服务的热情。体育社会组织培育中引入降序信任，有助于建立政府与体育社会组织的良好互动关系，增进政府转移部分公共体育事业管理的决心，也有助于提升体育社会组织参与公共体育服务治理的兴趣及能力，对于政府培育扶持体育社会组织的发展，是一个有效的路径选择。%It is an inevitable requirement for building a service-oriented government and also a choice of the sports administrative reform to support the development of social sports organizations, making them assume some government functions and actively participate in public sports services. Through literature review and expert interview, this paper has explored how government will foster the development of social sports organizations and the research shows that lack of trust between government and social sports organizations has restricted the transfer of government public sports management rights, also reduced the enthusiasm of social sports organizations to participate in the public sports service. To introduce descending trust into social sports organization fostering can help establish a good interaction relationship between government and social sports organizations, enhance the governmentˊs determination to transfer part of public sports management, and also increase social sports organizationsˊ interest and ability to participate in public sports service governance. It is an effective path selection for the government to support the development of social sports organizations.
