环境管制条件下提高产品质量的清洁技术授权

摘要

This paper studies the optimal clean technology licensing of a nonproductive enterprise and its welfare implicationunder the environmental regulation,through establishing an economic model. The result shows that franchise charging contract is preferred under the environmental regulation. Then the permits price is the lowest and the profit of producing enterprises are the highest under thefranchise charging contract,which promotes the dispersing of the clean technology,and increases the consumer surplus and social welfare,realizing the conformity of environmental protection and economic benefit.%通过建立一个经济学模型，探讨在环境管制条件下一个非生产性企业最佳的清洁生产技术授权策略和社会福利效应，研究表明，在环境管制条件下，特许权收费合同是技术拥有企业的最佳选择。排污许可证价格在特许权合同形式下最低，而生产企业的利润最高，因此能够促进清洁生产技术的应用，并提高消费者剩余和社会福利，从而实现环境保护与经济利益的双赢。
