The potential and features of social resources are analyzed. The possible paths and difficulties that may encounter are also investigated. By setting up experimental units through the cooperation of school, enterprise, society and government, it is discussed both in theory and practice on the effective ways and modes of encouraging social resources involving in the construction of a learning society.
