十八届四中全会把全面推进依法治国作为会议主题，并对推进我国依法治国作了全方位的论述和部署。全面推进依法治国是新一届党中央深刻总结历史、着眼未来的又一项重大战略部署；是解决改革发展面临的一系列新问题，维护社会和谐稳定的正确选择；是实现国家治理体系和治理能力现代化的必然要求和重点所在。%The general target of the fourth plenary session of the 18th Communist Party of China ( CPC) Central Committee is to form a system serving “the socialist rule of law with Chinese characteristics” and build a country under “the socialist rule of law”. It discusses how to improve a socialist system of laws with Chinese characteristics thoroughly. To improve a socialist system of laws with Chinese characteristics is another important strategic move of The Party Central Committee. It is a correct choice to keep the society harmony and stable. It is also a necessity of realizing the ruling competence of a country.
