公共租赁住房建设与运营管理的个性操作:重庆例证

         

摘要

The public rental housing will gradually become the main body of housing security. Chongqing public rental housing pattern included covering resident population, providing subsidy according to income level, financing in different ways, making the projects balance, planning the public house location depending on the condition of industry and population, reducing the improper advantage, improving operation management. The problems should be solved as soon as possible are the simple financing channels, high financing cost, extensive subsidy way, not clear policy framework. The government should emphasize the importance of housing security, explore the housing security mode in accordance with local situation, expand the coverage of housing security system, increase the financing way and reduce the financing cost.%公共租赁住房将逐步成为保障性住房的主体。重庆市公共租赁住房建设与运营的主要做法是:将常住人口纳入住房保障体系,实施分层补贴,多渠道筹集资金,保证项目综合收支平衡,结合产业和人口空间布局,挤压保障对象获益空间,加强后续运营管理。面临的困难是融资渠道仍需优化,融资成本较高,分层补贴模式有待细化,相关管理政策框架急需明确。现阶段应进一步提高认识,鼓励因地制宜地探索保障性住房模式,扩大保障覆盖面,着力扩宽融资渠道,切实降低融资成本。
