Political Games of Users and MIS Professionalsin the Information System Development Process

Information System Development (ISD) necessarilyrninvolves resource reallocation in the organization.rnResistance to the development process often arises as arnresult of disagreements stemming from differing goalsrnamong various parties within the organization. Resistancernusually appears in political forms, which means that users orrnthe MIS professionals may exhibit some unnecessary,rnirrational behaviors purely out of self -interest. Suchrnpolitical behavior distorts resource allocations, misguidesrnproject goals, and plays havoc with schedules and budgets.rnThis study focuses on the following areas. (1) In ISD, whichrnpolitical behavior typically takes place in whichrndevelopment stage, and by whom it is caused? (2) Whatrnkind of business characteristics, such as the organizationalrnculture, would affect political behavior and to what degree?rnAnd (3) how do different political behavior, such asrndeviation from goals, dissipation of energies, and diversionrnof resources, affect the whole organization? By this detailedrndiscussion, the study seeks to make system developersrnaware of what irrational behavior might appear in the coursernof development, so that they can reduce or prevent anyrnnegative consequences.
