A Case Study of the Military Utility of Telemedicine

This paper is designed to relate the rationale usedrnby the Department of Defense to determine the militaryrnutility of the Joint Medical Operations – TelemedicinernAdvanced Concept Technology Demonstration (JMO-TrnACTD). The paper also develops Critical OperationalrnIssues (COI) and Measures of Effectiveness (MOE) asrnmethodologies for investigating the military utility ofrntelemedicine. In order to meet increasing global crises, thernU.S. military must find ways to more effectively managernmanpower and time. Joint Medical Operations –rnTelemedicine (JMO-T) has been developed by thernDepartment of Defense (DOD) to collect and transmitrnnear-real-time, far-forward medical data and to assess howrnthis improved capability enhances medical management ofrnthe battlespace. JMO-T has been successful in resolvingrnuncertain organizational and technological militaryrndeficiencies and in improving medical communicationsrnand information management. The deployable, mobilernTelemedicine Teams are the centerpieces of JMO-T.rnThese teams have the capability of inserting essentialrnnetworking and communications capabilities into austererntheaters and establishing an immediate means forrnenhancing health protection, collaborative planning,rnsituational awareness, and strategic decision-making.
