How to manage water resources scientifically and rationally, improve the utilization efficiency of water resources and solve the water conflicts among the regions and realease serious shorttagement of water has become a difficult problem in water mangemant. The paper takes the initial water rights of basin as the primary research objective, analyzes the conflict and cooperation in the allocation of water resources, which is a good practice in the basin water resources management in new era, also an important means to alleviating the water crisis. Initial water rights allocation for basin is a typical games problem, it involves the games among different economic agents. So it analyzes the games among the different stakeholders at all levels, follows the efficiency, fairness, consistency and other related principles, applies the cooperative game theory, constrcucts the model of the initial water rights allocation for basin to improve the water resources management in china.
