The science of nutrition and the law governing the regulation of foods and feeds are rarely in complete harmony. Scientists and regulators approach their tasks in a similar manner, in that both evaluate a given situation based on a set of established(but not dogmatic) principles and use rational processes in reaching a conclusion. However, since these two groups approach a situation from different viewpoints, the proper course of action needed to resolve an issue as determined by a scientist may not coincide with that of a regulator. The regulation of carbohydrate-related claims on horse feed labels is a good example of this disparity.
