It is worth to consider the fuel consumption of buses and comfort levels of passengers, especially during passing intersections when extra delay and non-smooth driving behaviors are expected. This paper presents a duplex model of adjusting bus speed. The upper layer model is based on information and communication environment provided by CVS and decides to choose the principle and stipulate the input of optimization. The lower layer model is to solve the optimization under the constraints such as maximum speed and range of acceleration. Optimal speed adjustment process cluster was designed for three types of situations. The sensitivity analysis demonstrated that this approach can be applied in real-time control system under various bus arriving situations. A numerical example was carried out to evaluate this system. The results show that the adjustment improves the current condition in terms of reducing bus delays (37% off), saving energy, enhancing comfort experience of passengers.
