STATE ENTERPRISE 'ELERON' ACTIVITY FOR PHYSICAL PROTECTION REINFORCEMENT OF RUSSIAN NUCLEAR SITES

In the Russian State Corporation for Atomic Energy ("Rosatom") a lot of work has been recently done to enhance the physical protection of its nuclear sites, and the U.S.-Russian Cooperation has been making a considerable contribution into this versatile process. Federal State Unitary Enterprise "Special Scientific and Production Enterprise "Eleron", possessing almost a fifty-year experience of working in the area of physical security, has always been involved and continues to stay deeply involved in this area of activity, which includes scientific research, analytical work, design, development and implementation of integrated security complexes at certain nuclear sites and supervision of development of physical security regulatory documents of the industry branch level. This paper discusses the above aspects at a greater level of detail and references some large Russian nuclear sites where Eleron had improved the physical protection. "Eleron" developed a wide spectrum of modern physical security technologies that are used at certain "Rosatom" sites as well as facilities belonging to other ministries and agencies. A bright example of implementing new security technologies is Automated Transportation Security System (ATSS) developed by "Eleron" within the framework of the U.S.-Russian MPC&A Program. Dozens of railcars and vehicles intended for transportation of nuclear materials have been equipped with ATSS system elements. The paper also briefly discusses the problem of physical protection personnel training for the nuclear sites.
