The recovery of the world economy will undoubtedly accelerate the develop-ment of the maritime industry. However, various kinds of maritime accidents, especial ship collisions at sea, happen frequently, which bring enormous loss on economy, personnel and environment protection. Therefore, while emphasizing the reduction of man-made mistakes, the navigation technology domain both here and abroad work hard all the time to create an Automatic Collision Avoidance System (ACAS) that can be used on actual ship in order to reduce and replace human work gradually, and bring the navigational automation to a higher level. This paper presents a new kind of ACAS which may be an effective method to reduce ship collision accidents.
