本文从系统工程的角度,分析了我国银行卡产业开放性、规模性、复杂性等特征,通过银行卡信息系统"整体最优、平衡驱动、分层管理、动态升级"总体需求研究,针对我国银行卡信息化"产业链长、信息化程度低、协调难度大、管理维度复杂"工程特点分析,结合中国银联银行卡信息交换系统工程实践,提炼出了银行卡信息化工程方法,提出"宏观有序、整体最优"的顶层设计思路、"建立枢纽,标准先行"的工程实施路径、"综合平衡、协同有序"的产业升级策略.在此基础上,分析探讨了银行卡信息化工程的需求管理、创新管理、标准管理、运营管理等工程管理方法及实践,并对未来我国银行卡产业发展进行展望.%From the perspective of system engineering, the paper analyzes openness, scale and complexity of China bankcard industry, researches on general requirement of China bankcard information system, i.e., global optimum, balanced drive, hierarchical management and dynamic promotion, studies engineering features of China bankcard informatization featuring long industrial chain, low informatization degree, high difficulty of coordina-tion and complex management dimensions, and then provides general engineering methods of bankcard informa-tization by combining with the engineering practice of China Bankcard Information Exchange System. The paper provides a top-level design method featuring macroscopic coordination and global optimum, an engineering roadmap of building core system with high priority and establishing standard in advance, and an industry promo-tion policy of comprehensive balance and orderly coordination, then analyses and discusses engineering manage-ment methods of bankcard informatization engineering, such as requirement management, innovation management, standard management and operation management, and finally envisions the future development of China bankcard industry.
