[Purpose/Significance]In recent years,"East Turkistan", an overseas social media acting frequently in the Twitter,has be-come a new position on advocating"Xinjiang Independence",provoking ethnic contradictions,promoting extreme ideas. It is of great sig-nificance to study the distribution patterns,discourse system and issuing characteristics of the "East Turkistan". Facing new features of public opinions on Xinjiang in the foreign media, it's important to study the propaganda trends and oppose it.[Method/Process]In this paper,through the collection of information about the "East Turkistan" accounts, combing the quantitative analysis and qualitative re-search,it analyzes the rules of the discourse system and the behavior of the characters on the Twitter platform with the help of social net-work related principles.[Results/Conclusions]Unlike the traditional website publicity and offline transmission of goods, and different from ISIS cyber-terrorism approach, "East Turkistan" in foreign social media involved in violent behavior rarely and more about human rights,religion and national topic. It is good at language packaging,using multiple languages and multi-dimensional publicity for different audiences. For information that contains extreme ideas,the content of fear-related content is published as a link. The strategy of counte-ring the " East Turkistan" propaganda on Twitter should be to strengthen the propaganda of the official account ability, establish new media publicity channels, plan propaganda scientifically.%[目的/意义]近年来,"东突"分子在境外社交媒体Twitter上活动频繁,成为其大肆宣传"疆独"主张、挑动民族矛盾、宣扬极端思想的新阵地.面对境外媒体涉疆舆情呈现出的新特点,深入研究"东突"分子Twitter账号的分布规律、话语体系、发文特征,对于掌握其宣传动向,有针对性地进行反制具有重要意义.[方法/过程]通过对"东突"分子账号相关信息的收集,采用量化分析与质化研究相结合,梳理账号呈现的特点,分析话语体系的规律,借助社会网络分析的理论与方法,研究"东突"分子在Twitter平台上的行为规律.[结果/结论]不同于传统的网站宣传与线下物品传播,Twitter平台上"东突"分子对于极端思想和暴恐音视频闭口不谈;与ISIS利用社交网络渲染心理威慑、招募仰慕者"参战"形成鲜明对比,同样通过社交媒体传播,"东突"分子宣传策略具有"分阶段诱入"的特点,在第一阶段通过更加普遍性的话题(如人权、宗教、民族等)吸引人们的关注,对于关注其话题的人群,再渐次吸引到更深入的暴恐话题,并以外链的方式转移至暗网,屏蔽审查的同时,确保其在Twitter上能够长期活跃.反制"东突"分子利用Twitter平台进行宣传的斗争策略应积极加强官方账号的宣传能力,建立新媒体宣传通道,科学谋划宣传内容等.
