“十三五”时期是全面建成小康社会的决胜阶段,我国水电发展以规划为指导,重点发展任务取得较大进展,为国家能源革命战略推进提供了有效支撑。通过系统评估水电发展“十三五”规划实施情况,分析重大政策影响,客观总结取得的主要成绩和存在的问题,并以评估成果为基础,立足新发展阶段,合理分析水电发展面临的重要机遇,提出新规划理念和思路,以期为新形势下水电高质量、可持续发展提供参考。

"西电东送"是我国实现能源资源优化配置、 促进东西部协调发展的重要战略.西部水电作为"西电东送"战略中的主力电源,在电力市场改革进程中,需要在增强市场竞争能力的同时保证合理有序发展.为此,研究以实现我国能源革命战略目标为出发点,结合水电开发现状和发展趋势,分析跨省、 跨区外送水电直接参与受端地区电力市场交易的可行性,总结影响水电外送经济性的主要因素,探讨提升外送水电在电力市场中电价竞争力的支持建议,以期为行业可持续发展提供参考.

前两次五年规划没有解决的水电问题,能在"十四五"实现破局么?水电的发展可以说是我国能源革命电力转型的试金石。电力转型不启动,水电的发展受影响最大。而电力转型一旦启动,水电的快速发展则一定是先决条件。即便"十二五""十三五"我们水电的两次五年规划都没有能如愿以偿,但是在"十四五"我们还是要继续有所准备。

刚刚过去的一年,我们迎来了水利水电事业的蓬勃快速发展。”水利部副部长蒋旭光日前在2020年中国水电发展论坛暨水电科技奖颁奖典礼上表示,2019年,通过“补短板、强监管”等措施,水利水电各项工作取得了明显成效。记者从会上了解到,作为全球第一水电大国,截至目前,我国水电装机容量达到3.6×10^8kW,年发电量超过1.3×10^20kW·h,均居世界首位。

水电是目前和未来中国的主要可再生能源。现今,我国水电开发程度近50%(按装机容量计算所得),水电开发已从大规模集中发展进入适度有序的阶段。中国水电建设进展很快,预计在不久的将来,更好的水资源站将耗尽,这将影响水资源的可持续发展,因而水电开发面临新形势和挑战。各方对水电开发的利益诉求不断上升,水电开发的成本越来越高,电力供应逐渐放松,水电发展在面对新形势和挑战下,出现了一系类问题。本文介绍水能资源现状和水电建设现状,进而分析了水电建设的现状、开发的特点和存在问题,结合现状和问题,对水电发展前景进行展望,最后针对水电建设分析得出的问题,提出相应的措施和建议,以期实现水电建设的可持续健康发展。

Energy is an important factor of the social and economic development. But the energy consumption,especially burning fossil fuels is one of the main causes of climate change. The electric energy is one of the most popular energy forms. A way to reduce greenhouse gas emissions is applying renewable energy technology more actively in power production to reduce fossil fuel use. Hydropower with mature development technology is considered an environmental-friendly and low cost source of electricity. Taking into account the economy,technology and environment,most countries give priority to hydropower development. China has the world's most abundant hydropower resources. Though there is controversial about hydropower development. A hydro facility can be more than just an answer to energy demands. If developed well,it can help with water conservation,irrigation,and flood control. From the perspective of the comprehensive consideration,hydropower will play an active and irreplaceable role in China.
