An earthquake precursor analysis method based on groundwater level fluctuations according to an embodiment of the present invention includes: acquiring time-series data of groundwater level fluctuations measured in a plurality of wells during a period including a period in which an earthquake occurs; selecting first partial time series data and second partial time series data from the groundwater level fluctuation time series data based on the time when the earthquake occurs; identifying an abnormal waveform in the first partial time series data and the second partial time series data; and determining a period of the abnormal waveform based on the first partial time series data and the second partial time series data.
