Disclosed are an inventory region integrating goods preparation and picking, and an inventory management system and method, wherein the inventory region comprises: a plurality of high-level shelves (206) and a plurality of picking shelves (207), wherein any high-level shelf (206) of the plurality of high-level shelves (206) comprises at least one shelf board (2061), and the at least one shelf board (2061) partitions the high-level shelf (206) into at least two levels; and a picking shelf (207) is placed at a bottom level of at least one high-level shelf (206) of the plurality of high-level shelves (206), and at least one storage container (208) is placed on each of the other floors except for the bottom level where the picking shelf (207) is placed. Inventory articles, which can be picked, are accommodated on each of the picking shelves (207), and inventory articles for replenishing the picking shelves (207) are accommodated in the storage container (208), such that a balance between the picking efficiency and the storage efficiency of a warehouse can be realized.
