To control reduction of efficiency of a partial oxidation modification reaction caused by reduction of hydrocarbon due to direct decomposition of the hydrocarbon.SOLUTION: A modification method generates a modified gas containing carbon monoxide and hydrogen from a fuel gas containing hydrocarbon by using a modified structure. The modified structure contains an oxygen permeation layer having oxide ion conductivity, electron conductivity or positive hole conductivity and includes a first process for supplying the fuel gas and steam to one of a first space facing a first surface of the modified structure and a second space facing a second surface of a back side of the first surface of the modified structure, and a second process for supplying oxygen to the other one of the first space and the second space.SELECTED DRAWING: Figure 1
