PROBLEM TO BE SOLVED: To provide a survey documentation collecting program, a survey documentation collecting device and a survey documentation collecting method that enable an efficient transmission of necessary data for a synchronization of virtual machines.;SOLUTION: Plural pieces of monitoring data relating to a first virtual machine in each of a plurality of time periods are obtained. A change tendency in the operating status of the first virtual machine is calculated on the basis of the obtained plural pieces of monitoring data. A determination on whether or not to transmit, to a second virtual machine to be synchronized with the first virtual machine, difference data between the data possessed by the first virtual machine and data possessed by the second virtual machine is made on the basis of the calculated change tendency.
