PROBLEM TO BE SOLVED: To properly predict a future congested situation in a predetermined area defined around an intended position.;SOLUTION: A dynamic state grasping unit 113 grasps the state of a sightseeing bus in a first area, which is defined in relation to a sightseeing facility which the sightseeing bus drops in, on the basis of information received from a tour conductor terminal via a communication I/F 101. A dynamic state prediction unit 114 predicts a degree of congestion of sightseeing buses, which is observed in the sightseeing facility in a predetermined time, on the basis of a result of grasping by the dynamic state grasping unit 113 and the state of a sightseeing bus in a second area defined outside the first area which is grasped based on the information received from the tour conductor terminal via the communication I/F 101.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2019,JPO&INPIT
