A cluster generation device, provided with: a user information acquisition unit for acquiring time information and position information for a plurality of users; a cluster generation unit for using the position information for the users and generating clusters, which are classifications for the users, on the basis of spots visited by the users; and a route generation unit for generating a movement route for each of the clusters generated by the cluster generation unit, the movement route being generated, on the basis of a history of movement by the cluster between spots, from the position information and the time information of the users belonging to the cluster.
