One of the catalysts is one of oxidization catalysts MnO2-CeO2 and CoO3-CeO2 or a combination thereof at any ratio, the molar ratio of MnO2 to CeO2 in MnO2-CeO2 being any ratio, and the molar ratio of CoO3 to CeO2 in CoO3-CeO2 being any ratio; the other one is a medium-temperature denitration catalyst V2O5-WO3-MoO3/TiO 2, the mass fraction of V2O5 being 0.5%-2%, the mass fraction of WO3 being 0-5%, and the mass fraction of MoO3 being 0-5%; the mass ratio of the oxidization catalyst to the medium-temperature denitration catalyst is 1:(0.5-3).
