A proposition device (10) is provided with: a selection unit (103) for selecting, on the basis of service information relating to a service that pertains to an apparatus management system that manages a plurality of facility apparatuses, one or a plurality of facility apparatuses, as intended apparatuses, that communicate via the Internet (IN) by wireless communication based on a contract for each facility apparatus among the plurality of facility apparatuses; a data communication volume estimation unit (104) for estimating, on the basis of the service information, a data communication volume for each intended apparatus; a charge calculation unit (105) for calculating a communication charge pertaining to services on the basis of information that indicates a charge system in a contract for each intended apparatus and the estimated data communication volume for each intended apparatus; and a proposition unit (106) for proposing to a customer a charge plan pertaining to services on the basis of the calculated communication charge.
