A pore filled ion exchange polymer electrolyte composite membrane having a surface ion-exchange polyelectrolyte removed and its manufacturing method are disclosed.The ion-exchange polyelectrolyte composite membrane shows low film resistance and low surface swelling degree, and the film thickness is also significantly thinner than the commercial film and can be used for various applications.Further, since the manufacturing is performed continuously through the roll to roll process, the manufacturing process can be simplified and the manufacturing cost can be greatly reduced.
