The present invention relates to a district cooling and heating system and, more specifically, to a district cooling and heating system of a two-row piping mode, in which a heating heat exchanger, a cooling heat exchanger, a cooling/heating heat exchanger, and a direct supply pipe are selectively installed in a user facility, and by using two rows of heat pipes, cooling is performed by supplying cold water during the cooling period in summer, heating is performed by supplying hot water during the heating period in winter and inter-season, and a water heater is installed in the user facility to enable hot water supply by producing hot water during the cooling period, significantly reducing the construction cost associated with the installation of two-row heat pipes.
