Provided are a card feeding device and a card printer having same. The card feeding device comprises: a base (1) used for stacking cards (3), one end of the base being provided with a card outlet; a rotating card feeding mechanism located under the bottommost card (3), the rotating card feeding mechanism having a rotating swing arm (8) and a push rod (9) disposed on the rotating swing arm, the push rod pushing the bottommost card toward the card outlet when rotating with the rotating swing arm; and a roller-based card feeding mechanism mounted between the rotating card feeding mechanism and the card outlet, the roller-based card feeding mechanism having a roller (10) having an outer edge protruding from the top surface of the base, when the roller rotates, the bottommost card being transported to the card outlet. In this card feeding device, two card feeding methods are integrated to fed cards, the rotating card feeding mechanism is used to separate the bottom card and push same toward the card outlet, so as to improve the success rate of card feeding, and the roller-based card feeding mechanism is used to further transport the card to the card outlet, so as to increase the card feeding speed.
