The present invention discloses a floor panel manufacturing apparatus and manufacturing method capable of uniform processing of coupling parts (projections and grooves), thereby reducing the defect rate and improving production efficiency. The present invention is a n (n) cut portion for cutting the original plate supplied through the raw material input into a plurality of plates; a back groove processing unit for forming a plurality of back grooves on the lower surface of the end plate cut by the en cutting unit; a first inverting unit for inverting the upper and lower surfaces of the end plate supplied from the back groove processing unit; an end groove processing unit for forming fitting projections and fitting grooves on two parallel sides of the inverted four sides of the end plate; a second reversing unit for reversing the upper and lower surfaces of the end plate supplied from the end groove processing unit; a panel cutting unit for cutting the end plate supplied from the second inversion unit into a plurality of individual panels; and a side processing portion for forming fitting projections and fitting grooves with respect to two long side sides parallel to each other of the individual panel.
