A pedestrian safety risk assessment apparatus and method, and a recording medium recording a program for implementing the same are provided. A pedestrian safety risk assessment apparatus according to an embodiment of the present invention includes: a collection unit for collecting information on major environmental elements of a city; an extracting unit for extracting a physical element by applying an RCNN algorithm to the information on the environmental element; and an analysis unit for analyzing whether there is a risk for an accident risk according to walking by applying statistical modeling to the physical element.
